We call a country an English-speaking when people use English as an official (state) language.

There are many countries in the world. And people speak many languages: Russian, English, French, German, Italian and others.
There are some countries which we call “English-speaking”. What does it mean?
Is Russia an English-speaking country? No. We study English, but it is not our state language. Is Canada an English-speaking country? Yes. There are two state languages in Canada – English and French.
In Europe you can find two English-speaking countries: Great Britain and Ireland. These countries
are the islands in the north-west of Europe.
Great Britain has got four parts: England,
Scotland, Whales and Northern Ireland. The
capital of Great Britain is London [ˈlʌndən]. It’s
official name is the United Kingdom of Great
Britain and Northern Ireland.
The official name of the other country is
the Republic of Ireland. Its capital is Dublin
[ˈdʌblɪn].
There are two big English-speaking countries in North America. They are: the United States of America (the USA for short) and Canada. The capital of the USA is Washington [ˈwɒʃɪŋtən]. The capital of Canada is Ottawa [ˈɒtəwə].
There are two more English-speaking countries in the southern hemisphere of the Earth. They are Australia and New Zealand. Australia is the whole Australian continent and its capital is Canberra [ˈkænbərə].
New Zealand is a group of big and
small islands to the east of Australia. The capital of this country is Wellington [ˈwelɪŋtən].
